Leo Kessler (Charles Bronson) is a man who has seen it all. As a veteran LAPD detective, he's worked homicide far too long and has had to solve some pretty tough cases using the best methods of ethical law enforcement. But when a killer, a handsome madman named Warren Stacy (Gene Davis) starts stalking women in the nude and butchering them, Leo's tether to the law becomes increasingly strained. The evidence is all there linking Warren to the crimes, the only problem is everything is circumstantial. Every time the evidence points towards Warren, an alibi miraculously pops up and shifts the case in a different direction. But Leo knows a rat when he sees one. When Warren starts making illicit prank phone calls to Leo's daughter Laurie (Lisa Eilbacher), it's the last straw. Leo fabricates evidence that will condemn Warren to life behind bars before he reaches hell itself, but Warren's lawyer pulls some tricks to expose the fraud. With Warren back on the streets and Leo off the force, there is no law stopping Leo from carrying out his own brand of justice.
